Background
Goa — a coastal, tourism-heavy state — faces mounting plastic-waste pressure, especially low-value plastics, marine litter and coordination gaps across agencies. Under the “Waste Solutions for Circular Economy” programme (supported by the NAMA Facility and implemented by GIZ India), Social Lab and sampurnEarth worked with the Goa State Pollution Control Board to build a state-wide roadmap for EPR and plastic circularity.
The challenge
Goa needed a clear, evidence-based roadmap to strengthen Plastic Waste Management and EPR implementation across the state and move toward genuine plastic circularity.
