Collection Agents collect non-ferrous scrap at collection points and supply registered recyclers. The EPR obligation sits with the Producer, and EPR certificates are generated in the Recycler’s favour.
What are the Non-Ferrous Metals EPR targets?
Schedule-XI recycling targets ramp up: 10% (2026-27), 10% (2027-28), 30% (2028-29), 30% (2029-30), 50% (2030-31), 50% (2031-32), 75% (2032-33). The producer bears sole responsibility for meeting the target; the CPCB Steering Committee may revise it.
What happens if a Collection Agent doesn’t comply?
Environmental Compensation applies to non-compliant manufacturers, producers, collection agents, refurbishers or recyclers (registered or not). Payment doesn’t cancel the EPR target (unfulfilled targets carry forward up to 3 years). Refunds are graduated — 85% within one year, 60% within two, 30% within three, nil after. Recyclers over-generating certificates above 5% of actual recycling face temporary revocation; repeat violations, permanent revocation.
