You’re a Manufacturer under Non-Ferrous Metals EPR if…
Registers on the portal; collects scrap generated during manufacturing and is subject to recycled-content provisions; files half-yearly returns.
Five categories must register with CPCB: manufacturer, producer, collection agent, refurbisher and recycler. No one in these categories may operate without registration, and registered entities may deal only with other registered entities. “Producer” includes importers. A “bulk consumer” (using 1,000+ tons of listed non-ferrous products a year, including e-retailers) has obligations but is not a registration category.
