CBAM Simplification Measures: What They Mean for Indian Exporters
The Carbon Border Adjustment Mechanism (CBAM) is an EU regulation requiring importers to report the embedded carbon emissions in their imports. Its goal is to reduce carbon leakage and support the EU’s climate targets.
The Carbon Border Adjustment Mechanism (CBAM) is an EU regulation requiring importers to report the embedded carbon emissions in their imports. Its goal is to reduce carbon leakage and support the EU’s climate targets.
Currently, CBAM is in a transitional phase with no taxation and is set to enter the full implementation phase with taxation from 2026. Based on current experience, the European Commission (EC) recognizes that the administrative burden on importers remains a key challenge. To address this, the EC has introduced important simplification measures via its omnibus proposal detailed below:
- Exemption for Small Importers Importers bringing in up to 50 metric tons/year are exempted. This effectively removes ~182,000 importers from scope while still covering 99% of targeted emissions.
- Delayed CBAM Certificate Purchase Mandatory purchases of CBAM Certificates will now start in February 2027, giving covered entities additional time. Certificates for 2026 emissions remain required, but this measure helps ease immediate administrative pressure.
So, what does this mean for Indian exporters? These changes bring both opportunities and breathing space:
- More time to prepare — The delay in certificate purchases gives exporters a larger window to set up carbon tracking and reduction systems.
- Exemption for small-importer clients — Exporters supplying to smaller importers may not face immediate compliance requirements.
In short, the recent EC measures reduce short-term pressure while keeping long-term obligations intact. This is the right time for exporters to strengthen their systems and build strategies for cost-competitive exports.
