You’re a Refurbisher under E-Waste EPR if…
Companies that repair/restore used electronics to extend their life and resell them, generating Refurbishing Certificates on the portal.
Micro enterprises (per the MSME Development Act, 2006) are fully exempt. Bulk consumers (any entity using 1,000+ units of electronics a year — large offices, hospitals, factories) do not register but must hand old electronics only to registered players.
