You’re a Bulk Consumer under ELV EPR if…
Any entity owning more than 100 vehicles; registers with the State PCB and must deposit ELVs at an RVSF or collection centre within 180 days of a vehicle becoming an ELV.
A Bulk Consumer (any entity owning more than 100 vehicles) registers with the State Pollution Control Board and must deposit end-of-life vehicles at an RVSF or collection centre. It does not carry the Producer’s EPR recovery targets.

Who is a Bulk Consumer under ELV EPR?

What are the ELV EPR targets?
Producers have annual scrapping targets based on the weight of steel used in vehicles they sold 15–20 years ago, reflecting average lifespans of 15 years (transport) and 20 years (non-transport). Registration fees are based on turnover (Producers) or scrapping capacity (RVSFs).
What happens if a Bulk Consumer doesn’t comply?
Non-compliance attracts Environmental Compensation (EC) equivalent to the environmental damage caused — levied by CPCB for Producers and by State PCB for RVSFs and Bulk Consumers.
