Facilities that receive, depollute, dismantle and scrap ELVs (the equivalent of Recyclers); they generate EPR certificates by weight of steel recovered, which Producers then purchase.
Producers (any vehicle OEM, brand owner or importer selling vehicles under their own brand) register with CPCB. Bulk Consumers (any entity owning more than 100 vehicles — fleet operators, State Transport Undertakings, large corporates) register with the State PCB. Excluded: agricultural tractors, trailers, combine harvesters and power tillers.
