Why it matters in Punjab

Punjab’s industrial base is an ESG-reporting economy

Ludhiana’s metals, bicycle, auto-parts and hosiery industries create significant metal and packaging waste flows.

That mix decides your material topics — the emissions, resource, workforce and governance issues your report must actually address. We scope them to your business, not a template.

Who regulates you here

The three bodies you deal with in Punjab

Reporting frameworks are national or global, but your consents and waste duties are local. Here is who does what in Punjab.

Punjab Pollution Control Board (PPCB)

Consent to establish and consent to operate under the Water Act, 1974 and the Air Act, 1981, authorisations under the waste rules, inspections, and environmental compensation.

CPCB’s directory of state boards ↗
Central Pollution Control Board

EPR registration, targets and returns are national and run on CPCB’s stream portals. Your obligation follows what you make, import, brand or process — not where your office is.

Urban and rural local bodies in Punjab

Registration of bulk waste generators, the user fee, collection and segregation duties, and the bye-laws that set them — all under the Solid Waste Management Rules, 2026.

What the 2026 rules ask →

What applies, and where it comes from

EPR, by activity
Eight notified waste streams. If you produce, import, brand-own or process in a stream, you register with CPCB regardless of state.
Solid Waste Management Rules, 2026
In force since 1 April 2026, superseding the 2016 rules. Four-way segregation at source, and registration plus wet-waste duties for bulk waste generators.
C&D Waste Rules, 2025
Construction and demolition waste is stored separately on your own premises and handled under its own rules, not the solid waste rules.
State consents and authorisations
Issued by PPCB — a separate track from EPR registration, and the one that inspections come through.
FAQ

ESG & BRSR in Punjab — questions we get

Who has to file BRSR in Punjab?

BRSR is mandatory for the top 1,000 listed companies in India by market capitalisation — so any such listed entity headquartered or operating in Punjab must file it with its annual report. Unlisted and smaller companies increasingly prepare a voluntary BRSR-aligned report because their customers, lenders or parent groups ask for it.

Does my Punjab business need a carbon / GHG inventory?

If you report under BRSR, answer buyer ESG questionnaires (EcoVadis, CDP), export to the EU (CBAM), or have a net-zero commitment, you need a GHG inventory covering Scope 1, 2 and — increasingly — Scope 3. We build it to the GHG Protocol and ISO 14064 so it stands up to assurance.

How does CBAM affect exporters from Punjab?

EU CBAM covers iron & steel, aluminium, cement, fertilisers, hydrogen and electricity. Exporters of those goods from Punjab must report embedded emissions each quarter, and from 2026 pay a carbon adjustment. We calculate embedded emissions and prepare an audit-ready CBAM report — see our CBAM advisory for details.

Can Social Lab work with companies based in Punjab?

Yes. We work with companies across India and deliver ESG, BRSR and carbon engagements remotely and on-site as needed. Reporting standards (SEBI, GHG Protocol, ISSB) are national and global, so our approach is identical wherever you operate — we simply tailor the materiality and sector context to your business in Punjab.
